Fargo's FOG Program, Explained: What the City Actually Requires of Your Grease Trap

Fargo runs a real FOG Program — fats, oils, and grease — administered through Water Reclamation’s Industrial Pretreatment Program together with Fargo Cass Public Health. What it requires of your restaurant, in one paragraph: keep grease out of the sanitary sewer through best management practices and properly maintained grease traps or interceptors, stay inside the discharge limits codified in Fargo Municipal Code 17-0203, and make sure hauled grease waste goes to city-approved discharge points. What it does not do — and this surprises people — is tell you how often to pump. Fargo codifies no pumping interval. The cadence standard is the industry’s 25% rule, and the difference between those two things is worth understanding.

Plenty of vendors blur that difference, usually in the direction of “the city requires monthly pumping, sign here.” So here’s the honest version of Fargo’s grease rules, from the pipe’s point of view.

Why cities run FOG programs at all

Everything your kitchen washes down a drain — pre-rinse sink, floor drains, dish machine — carries grease. In the sewer main, that grease cools, congeals, binds with everything else in the flow, and builds blockages that back raw sewage into basements and streets. Multiply by every restaurant in a city and FOG becomes one of the biggest preventable threats to a municipal collection system, which is why pretreatment programs exist: stop the grease at the property line, where a trap or interceptor can catch it, instead of in the main, where a vac truck and an emergency crew have to.

Fargo’s version pairs Water Reclamation’s Industrial Pretreatment Program with Fargo Cass Public Health — a natural pairing, since FCPH already licenses and inspects the county’s food establishments three times a year. The program’s posture is practical: promote best management practices, promote trap and interceptor installation, and hold dischargers to the code’s limits.

The three things Fargo actually holds you to

1. Discharge limits — FMC 17-0203. The municipal code sets limits on what any connection may send to the sanitary sewer. This is the legal lever: the city doesn’t need to inspect your trap’s pump-out log if what leaves your building exceeds what the code allows. A trap or interceptor working within its capacity is how a kitchen stays inside those limits without ever thinking about them; a full one passes grease straight through, and the discharge is yours regardless of what equipment sits on the line.

2. Working separation equipment, maintained by practice. The program promotes grease traps and interceptors plus the day-to-day BMPs that make them work: dry-wiping pots and plates before the sink, screening solids, keeping fryer oil in the rendering barrel and out of the drain, and pumping on a cadence that preserves capacity. None of the BMPs are exotic; all of them are cheaper than the alternative — and most of them are line-crew habits rather than purchases. A kitchen that scrapes plates dry before the pre-rinse can stretch its trap’s effective capacity meaningfully, which is the quiet way BMPs pay for the thirty seconds they cost per rack.

3. Legal disposal. Hauled grease waste must go to city-approved discharge points. Your end of that transaction is the disposal manifest your hauler leaves — the paper trail proving your grease left legally and arrived somewhere approved. Keep them; they’re your answer if anyone ever asks how the trap is maintained, and any service we coordinate ends with one.

The 25% rule: best practice, honestly labeled

So how often do you pump? The standard the industry runs on — and an EPA-recommended best management practice — is the 25% rule: pump when combined FOG and solids occupy a quarter of the unit’s capacity. Past that point, separation performance falls off and the unit starts passing what it’s meant to catch.

Let’s be precise about its status, because precision here is the whole point: the 25% rule is not a Fargo ordinance. No line of city code prescribes a pumping calendar. It’s practice — but it’s practice with physics behind it, and it’s what “maintained” means in any serious conversation about grease equipment. When a vendor tells you “the city mandates quarterly pumping,” they’re wrong about Fargo; when they tell you a busy fry line fills a 40-gallon under-sink trap to 25% in a month, they may well be right — and that’s the honest reason for a monthly cadence, argued from your trap’s capacity instead of an invented mandate.

What the rule looks like applied:

  • Under-sink and indoor traps (20–100 gallons): capacity is small, so cadence is short — monthly to quarterly for most working kitchens. Full pump-outs, not skims: a skim takes the floating cap and leaves the settled solids that permanently eat capacity.
  • In-ground interceptors (500–3,000+ gallons): the tank gets sounded — cap and sludge depths measured through the access lids — and the numbers set the schedule, typically quarterly to semiannual for a full-service restaurant on a 1,000-gallon tank.   • Either way, the first two visits calibrate. A cadence built on measurements from your actual equipment beats any template — and it self-corrects as your menu and volume change.

What ignoring all this actually costs

The failure sequence is boringly consistent. The trap quietly reaches capacity. Grease passes through and begins narrowing the building’s own lateral. Drains slow — the dish pit first, because it’s usually lowest. Then one Friday the lateral or the trap’s outlet finally occludes, and wastewater finds the floor drain. Now it’s an emergency pump-out at rush pricing, a plumber for the lateral, a closed dish pit in mid-service, and a conversation with the landlord — every dollar of it downstream of a maintenance visit that costs $150–$450 for an indoor trap, or $325–$950 for an interceptor to about 1,000 gallons, on the published price table.

And if the blockage forms past your property line instead, the discharge that caused it is still traceable to a source — which is exactly the scenario FMC 17-0203’s limits exist to prevent. The city built its program around prevention because the alternative is bad for everyone; your kitchen’s version of prevention is a cadence and a manifest file.

There’s a lease angle too, worth thirty seconds if you rent your space: most commercial kitchen leases put drain-line maintenance inside the tenant’s four walls on the tenant, and a grease backup traced to an unmaintained trap is a clean story for a landlord’s plumber to tell. The manifest file that satisfies the city is the same file that settles that conversation before it starts.

The compliance picture, whole

A Fargo restaurant’s grease obligations run in two directions, and it’s worth seeing them as one system: up — the exhaust side, where NFPA 96 governs hood and duct cleaning on the fire code the Fargo Fire Department enforces, with the sticker and service report as proof; and down — the sewer side, where the FOG Program’s discharge limits and disposal rules govern, with the pump-out records and manifests as proof.
